Article 4.1.1.3 : Why in EN meter only one phase PF & KW value comes very less and KWh consumption is less with reference main meter?

Please find the below images of the EN meter display to understand the situation of a meter.










As shown in the above images we can see in the Y phase PF & KW is very less compare to the other two-phase. Here KW depends on the PF value because of PF value of Y phase is less so that the KW of the Y phase counts less and it affects the Total Kwh consumption of incomer.

Please find the below image of the VLL and Amp display of the same meter. 
PT connection of RYB in the meter is ok. But after comparing of Amp reading with clamp meter or with reference main incomer meter. found the R Phase and Y Phase values interchange with each other. So we have interchanged CT S1 and S2 of R and Y phases. Now the PF and KW less reading issue as per the above image comes it's solved with interchanging the CT terminal of the R and Y phase and Total Kwh matches with main feeder meter.
